PART SEVEN - The Councils

Article 100

In order to achieve rapid implementation of social, economic, development, health, culture, education, and other assistance programs, with the cooperation of the people and with particular regard to local needs, the administration of each village, rural district, constituency, city, province and region will be managed under the supervision of a Council (respectively of Village, District, City, Province, Region), whose Members will be elected by the local population31 . The requirements of electors and candidates, such as their duties and responsibilities, the elective procedures, the procedures for implementing the exercise of supervision by these Councils and the consequent hierarchical structure will be established by law, in compliance with the principles of national unity and territorial integrity of the Islamic Republic of Iran, loyalty towards the central government and fidelity to the order of the Islamic Republic of Iran.

Article 101

In order to prevent discrimination and prejudice, and to encourage cooperation in the development of regional assistance and development programs, and to ensure proper supervision of the coordinated implementation of these programs, the High Council of Regions will be established, composed of of Representatives of the Regional Councils. The relative formalities of constitution and the functions of the High Council will be determined by a specific law. 

Article 102

The High Council of Regions has the right, within its own duties and responsibilities, to present and submit to the Islamic Assembly, directly or through the Government, draft laws, which must be examined by the Assembly itself.

Article 103

The governors of the regions, provinces, districts, and other authorities appointed by the central government are obliged to respect the decisions of the local councils within the limits of the powers of the latter.

Article 104

In order to guarantee the Islamic principle of justice, and to ensure joint collaboration in the preparation of programs relating to economic development in the sectors of production, industry and agriculture, Councils composed of representatives of workers, peasants, will be established. of managers and other workers; In the areas of education, administration and other services, councils composed of employee representatives will be established. The rules for the establishment of such councils, and their duties and prerogatives, will be defined by specific laws.

Article 105

The decisions adopted by the Councils must not conflict with Islamic principles and with the laws of the country.

Article 106

The dissolution of the Councils is forbidden, except in cases where they prove their non-fulfillment of the duties prescribed by law. The prerogative to verify the decisions of the Councils, and to codify the procedures for their dissolution or reconstitution, will be determined by a specific law. In the event of a dispute concerning its dissolution, each Board has the right to refer to the competent Court, and the Court has the duty to rule on the request of the Council by urgent procedure.
